බැචෙලේ නෝනා ලංකාව ගැන අවධානයෙන්!

ශ්‍රී ලංකාවේදී, මුස්ලිම්වරුන් ඉලක්ක කර ගත් රජයේ ක්‍රියාමාර්ග සහ දෙමළ ජනයාට හිරිහැර කිරීම ගැන තමන් සැලකිලිමත් වන බව එක්සත් ජාතීන්ගේ මානව හිමිකම් පිළිබඳ මහකොමසාරිස් Michele Bachelet (මිචෙල් බැචෙලේ) මහත්මිය පවසයි.

එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයේ 47 වන සැසිවාරය අමතමින් ශ්‍රි ලංකාව සම්බන්ධයෙන් ඇය සඳහන් කර ඇත්තේ පොලිස් අත්අඩංගුවේ දී සැකකරුවන් මියයාම සහ පොලීසිය හා අපරාධ කල්ලි සාමාජිකයින් අතර ඇතිවන ගැටුම්වලදී පුද්ගලයින් මියයාම සම්බන්ධයෙන් ද තමන් අවධාණයෙන් සිටින බවයි.

සුළු ජාතීන්ට සිදුවන හිරිහැර හා අතුරුදන්වූවන්ගේ කාර්යාලයට සිදුකර ඇති පත්වීම් පිළිබඳව ද සිය අවධානය යොමුව ඇති බවත් ලබන සැප්තැම්බර් මාසයේ දී එම කටයුතුවල ප්‍රගතිය දැක්වෙන වාර්තාවක් මානව හිමිකම් කවුන්සිලය වෙත ඉදිරිපත් කිරීමට පියවර ගන්නා බවද මහකොමසාරිස්වරිය සදහන් කර සිටියා.

කෙසේ වෙතත් මානව හිමිකම් ගැන ශ්‍රී ලංකා රජය සමඟ තවදුරටත් එක්ව කටයුතු කරන බවද ඇය සිය ප්‍රකාශයේ සදහන් කර සිටියා.

Sri Lanka

In Sri Lanka, I am concerned by further Government measures perceived as targeting Muslims, and by the harassment of Tamils, including in the context of commemoration events for those who died at the end of the war. I am concerned that recent appointments to the Office of Missing Persons and Office for Reparations, and steps to discourage investigations into past crimes, are further undermining victims’ trust. Recent counter-terrorism regulations – which include the listing and/or prohibition of more than 300 Tamil and Muslim groups and individuals for alleged support of terrorism – will also not advance reconciliation. Regulations now permit the arbitrary administrative detention of people for up to two years, without trial for the purposes of de-radicalization. I also note a continuing series of deaths in police custody and in the context of police encounters with alleged criminal gangs. A thorough, prompt, and independent investigation should be conducted. We will continue to engage with the Government, and I will update the Council further at the September session, including on progress in implementing the new accountability mandate.
