දශක හතරක් තුළ ආර්ථික,දේශපාලන සහ මානව හිමිකම් දැඩි ලෙස උල්ලංඝනය කල රාජපක්ෂලාට සම්බාධක පනවයි!

1983 සිට 2009 දක්වා කාලය තුල ශ්‍රී ලංකාවේ සන්නද්ධ ගැටුම් වලදී දළ වශයෙන් සහ ක්‍රමානුකූලව මානව හිමිකම් උල්ලංඝනය කිරීම සම්බන්ධයෙන් වගකිව යුතු ශ්‍රී ලංකා රාජ්‍ය නිලධාරීන් හතර දෙනෙකුට එරෙහිව විශේෂ ආර්ථික පියවර පනතට අනුව රෙගුලාසි යටතේ ඉලක්කගත සම්බාධක පනවන බව විදේශ කටයුතු අමාත්‍ය (මෙලනි ජොලි) Mélanie Joly අද නිවේදනය කළාය.

මෙම සම්බාධක මගින් ශ්‍රී ලංකාවේ මානව හිමිකම් උල්ලංඝණය කිරීම් සිදු කළ පුද්ගලයන්ට අඛණ්ඩව දණ්ඩමුක්තිය ලබා දීම කැනඩාව පිළි නොගන්නා බවට පැහැදිලි පණිවිඩයක් ලබාදි තිබේ. ඒ අනුව හිටපු ජනාධිපති ගෝඨාභය රාජපක්ෂ සහ මහින්ද රාජපක්ෂට ද මෙම සම්බාධක බලපානු ඇත. මිට අමතරව ගෝඨාභය රාජපක්ෂ ජනපති සමයේ මුදාහැරි මිරුසුවිල් සමූල ඝාතනයට සම්බන්ධ බවට සාක්ෂී සහිතව අනාවරණය වි මරණ දණ්ඩනය ලබාසිටි සුනිල් රත්නායකට සහ 2009 – 2010 වර්ෂවලදී කොළඹදී තරුණයන් 11 දෙනෙකු පැහැරගෙන ගොස් අතුරුදන් කිරීමේ සිද්ධියට සම්බන්ධ හිටපු ලූතිනන් කමාන්ඩර් චන්දන ප්‍රසාද් හෙට්ටිආරච්චිටද මෙම සම්භාධකය බලපානු ඇත.

ඒ අනුව විශේෂ ආර්ථික පියවර පනතට අනුකූලව රෙගුලාසි ලැයිස්තුගත පුද්ගලයින්ට ගනුදෙනු තහනමක් පනවයි, එමඟින් කැනඩාවේ ඔවුන් සතුව තිබිය හැකි ඕනෑම වත්කමක් ඵලදායි ලෙස කැටි කර සංක්‍රමණ සහ සරණාගතයින් ආරක්ෂණ පනත යටතේ කැනඩාවට පිළිගත නොහැකි වනු ඇත.

“පසුගිය දශක හතර තුළ සන්නද්ධ ගැටුම්, ආර්ථික හා දේශපාලන අස්ථාවරත්වය සහ මානව හිමිකම් දැඩි ලෙස උල්ලංඝනය කිරීම් හේතුවෙන් ශ්‍රී ලංකාවේ ජනතාව විශාල වශයෙන් පීඩාවට පත්ව ඇත. දිවයිනේ සාමය, සංහිඳියාව, යුක්තිය සහ වගවීම ලබා ගැනීම සඳහා කැනඩාව සිය සහයෝගයෙන් නොසැලී සිටියි. ජාත්‍යන්තර නීතිය කඩකරන්නන්ට එරෙහිව ජාත්‍යන්තර දණ්ඩමුක්තිය අවසන් කිරීමට කැනඩාව අද තීරණාත්මක ක්‍රියාමාර්ගයක් ගෙන තිබේ. දේශීය අර්බුදය විසඳීම සඳහා ජාත්‍යන්තර සහාය ඇතුළුව වගවීම, සංහිඳියාව සහ මානව හිමිකම් ප්‍රවර්ධනය තුළින් සාමය, ඇතුළත් කිරීම සහ සමෘද්ධිය සඳහා ශ්‍රී ලංකාවේ මාවතට සහාය වීමට කැනඩාව සූදානමින් සිටී.

මෙලනි ජොලි, විදේශ කටයුතු අමාත්‍ය

වගවීම ආමන්ත්‍රණය කරන ලෙස කැනඩාව සහ ජාත්‍යන්තර ප්‍රජාව දිගින් දිගටම ඉල්ලා සිටියද, ශ්‍රී ලංකා රජය සිය මානව හිමිකම් බැඳීම් ආරක්ෂා කිරීම සඳහා සීමිත අර්ථවත් සහ සංයුක්ත ක්‍රියාමාර්ග ගෙන ඇත. මෙමගින් බලපෑමට ලක් වූ ජනගහනය සඳහා යුක්තිය පිළිබඳ ප්‍රගතිය සහ සාමය සහ ප්‍රතිසන්ධානය සඳහා වූ අපේක්ෂාවන් ඉටුවි නැත.

මානව හිමිකම් උල්ලංඝණය කිරීම්වල වින්දිතයින්ට සහ දිවි ගලවා ගත් අයට යුක්තිය ඉටු විය යුතුය. අර්ථවත් වගවීමේ ක්‍රියාවලියක් ස්ථාපිත කිරීම සඳහා වන කැපවීම ඉටු කරන ලෙස කැනඩාව දිගින් දිගටම ශ්‍රී ලංකාවෙන් ඉල්ලා සිටින්නේ එබැවිනි.

කැනඩාව ශ්‍රී ලංකාවේ මානව හිමිකම් සහ වගවීම වෙනුවෙන් පෙනී සිටීම සඳහා අදාළ බහුපාර්ශ්වික ආයතන හරහා ඇතුළුව ජාත්‍යන්තර හවුල්කරුවන් සමඟ අඛණ්ඩව සහයෝගයෙන් කටයුතු කරනු ඇත. එය රටට ආරක්ෂිත, සාමකාමී සහ සියල්ල ඇතුළත් අනාගතයක් සුරක්ෂිත කිරීම සඳහා වැදගත් පියවරකි. කැනඩාව, එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයේ ශ්‍රී ලංකාව පිළිබඳ මූලික කණ්ඩායමේ කොටසක් ලෙස 51/1 යෝජනාව සම්පූර්ණයෙන් ක්‍රියාත්මක කිරීම සඳහා අඛණ්ඩව පෙනී සිටින අතර දිවයිනේ වගවීම සහ සාමය ළඟා කර ගැනීම සඳහා වන ප්‍රයත්නයන්ට සහාය වනු ඇත.

ශ්‍රී ලංකාවේ ජනතාව මුහුණ දෙන දුෂ්කරතා සමනය කිරීම සඳහා හදිසි දේශපාලන හා ආර්ථික ප්‍රතිසංස්කරණ සඳහා වන ප්‍රයත්නයන්ට කැනඩාව සහාය දක්වයි. මෙම අර්බුදය විසඳීම සඳහා ක්‍රියා කරන විට ප්‍රජාතන්ත්‍රවාදය, මානව හිමිකම් සහ නීතියේ ආධිපත්‍යය ප්‍රවර්ධනය කරන ලෙස අපි ශ්‍රී ලංකා රජයට දැඩි ලෙස දිරිමත් කරමු.

Canada imposes sanctions on Sri Lankan state officials for human rights violations

January 10, 2023 – Ottawa, Ontario – Global Affairs Canada

The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced Canada imposes targeted sanctions under regulations pursuant to the Special Economic Measures Act against four Sri Lankan state officials responsible for gross and systematic violations of human rights during armed conflict in Sri Lanka, which occurred from 1983 to 2009.

The regulations pursuant to the Special Economic Measures Act impose on listed persons a dealings prohibition, which would effectively freeze any assets they may hold in Canada and render them inadmissible to Canada under the Immigration and Refugee Protection Act.

Despite continued calls from Canada and the international community to address accountability, the Government of Sri Lanka has taken limited meaningful and concrete action to uphold its human rights obligations. This jeopardizes progress on justice for affected populations, and prospects for peace and reconciliation.

Victims and survivors of gross human rights violations deserve justice. That is why Canada continues to call on Sri Lanka to fulfill its commitment to establish a meaningful accountability process.

These sanctions send a clear message that Canada will not accept continued impunity for those that have committed gross human rights violations in Sri Lanka.

Canada will continue to collaborate alongside international partners, including through relevant multilateral bodies to advocate for human rights and accountability in Sri Lanka, which is an important step toward securing a safe, peaceful and inclusive future for the country. Canada, as part of the Core Group on Sri Lanka at the United Nations Human Rights Council will continue to advocate for the full implementation of resolution 51/1 and support efforts towards attaining accountability and peace on the island.

Canada supports efforts towards urgent political and economic reforms to alleviate the hardships faced by the people in Sri Lanka. We strongly encourage the Sri Lankan government to promote democracy, human rights and maintain the rule of law as it works to address this crisis.

In addition to today’s announcement, and in response to the humanitarian crisis in Sri Lanka, Canada announced $3 million to the appeals launched by the United Nations and the International Federation of Red Cross and Red Crescent Societies to address immediate needs, including food security and livelihoods, shelter and non-food items, as well as nutritional assistance and primary healthcare services for vulnerable children and women. Canada has also readjusted ongoing international assistance projects to address pressing needs, providing support, for instance, to the World Health Organization for the procurement of essential medical equipment and supplies.
