දිනෙන් දින උත්සන්න වන ඝාතන රැල්ලත් ඝාතන විමර්ශන සාධාරණ සහ පාරදෘශ්ය ආකාරයකින් සිදු නොවීමත් පෙන්නුම් කරන්නේ මහජන ආරක්ෂාව පිළිබඳ ආණ්ඩුවේ අසමත් භාවය බව මහජන හඩ සංවිධානය නිවේදනයක් නිකුත් කරමින් කියා සිටි. එම නිවේදනයෙන් පෙන්වා දෙන්නේ මහජන ආරක්ෂාව සුරක්ෂිත කළ නොහැකි නම් මහජන ආරක්ෂාව පිළිබඳ ඇමති මෙන්ම පොලිස්පතිවරයා ද ඉල්ලා අස්විය යුතු බවයි.

යහපාලනය සුරැකීමටත් ආණ්ඩුවට දුන් පොරොන්දු ඉටු කරන මෙන් බල කිරීමටත් බිහි කළ විපක්ෂයේ දේශපාලන පක්ෂ එකමුතුවක් වන මහජන හඬ, මහජනතාවගේ ජීවත් වීමේ අයිතිය උදුරා ගනිමින් නීතියේ ආධිපත්ය බිඳ වැටීම පිළිබඳ අපගේ කම්පනය සහ විරෝධය පල කර සිටිමු.
2025 වසරේ මතු වුණු ඝාතන රැල්ල නතර කරනු වෙනුවට වේගයෙන් වර්ධනය වන බව පසුගිය දින කිහිපයේ දී සිදුවුණු වෙඩි තැබීම් වලින් පෙනේ. යුක්තිය පසඳලීමේ දී අධිකරණයට සහය වන අධිකරණයේ නිලධාරියෙකු වන නීතිඥවරයෙකු සහ ඔහුගේ බිරිඳ මෑතක දී වෙඩි තබා ඝාතනය කිරීම සමස්ත සමාජයම පුදුමයටත් කම්පනයටත් පත් කරන ලදී. එකී කම්පනය තව දුරටත් ඔඩු දුවමින් එම ඝාතනයෙන් දින කිහිපයක් ඇතුලත තවත් ඝාතන තුනක් සිදු වුණේ ජනතා සිත් තුල අනාරක්ෂිත හැඟීමක් ජනිත කරමිනි. එබැවින් මෙම ඝාතන හුදු හුදකලා සිදුවීම් නොව භයානක දම්වැලක පුරුක්ය.
ආණ්ඩුවක මූලිකම වගකීම වන්නේ ජනතාවට ආරක්ෂාව සැපයීමයි. මාලිමා ආණ්ඩුව වඩාත්ම අසමත් වී ඇත්තේ ද ඒ වගකීම ඉටු කිරීමටයි. දිනෙන් දින උත්සන්න වන ඝාතන රැල්ලත් ඝාතන විමර්ශන සාධාරණ සහ පාරදෘශ්ය ආකාරයකින් සිදු නොවීමත් පෙන්නුම් කරන්නේ මහජන ආරක්ෂාව පිළිබඳ ආණ්ඩුවේ අසමත් භාවයයි.
ඉහත තත්වය මත මහජන ආරක්ෂාව සැපයීමට අසමත් වීමේ වගකීම භාරගෙන කොන්දේසි විරහිතව මහජන ආරක්ෂාව පිළිබඳ ඇමතිවරයා සිය තනතුරින් වහාම ඉල්ලා අස්විය යුතු බව අපගේ ස්ථාවරයයි. මහජන ආරක්ෂාව මෙවන් අවදානමකට ඇද වැටුණු අවස්ථාවක විෂය භාර අමාත්යවරයාගේ ඉල්ලා අස්වීම ප්රජාතන්ත්රවාදි සමාජයක සිය වගවීම ප්රදර්ශනය කිරීමක් වනු ඇත.
මහජන ආරක්ෂාවට අදාළ ආයතන පිළිබඳ මහජන විශ්වාසය යළි ගොඩ නැගීම සඳහා පොලිස්පතිවරයා වහාම ක්රියාත්මක විය යුතුය. පොලිසිය දේශපාලන උවමනා මත විමර්ශන සිදු කරමින් මාලිමා ආණ්ඩුවට පක්ෂග්රාහීව කටයුතු කරන බව සමාජයේ පොදු පිලිගැනීමයි. එබැවින් පොලිසිය මෙන්ම පොලිස්පතිවරයා ද දේශපාලන පක්ෂග්රාහිත්වයකින් තොරව ස්වාධීනව සහ වෘත්තීය භාවයකින් යුක්තව කටයුතු කිරීම යුගයේ අවශ්යතාවය වී ඇත. එසේ කිරීමට නොහැකි නම් පොලිස්පතිවරයා ද කළ යුත්තේ පොලිසියේ අභිමානය රකිනු වස් වහාම ඉල්ලා අස්වීමයි.
ඉහත තත්වය මත ආණ්ඩුව වහාම පහත පියවර ගත යුතු බවට අපි අවධාරණය කරමු.
I. නීතිඥවරයාගේ ඝාතනය ඇතුළු මෑත කාලීන සිදුවුණු සෑම ඝාතනයක් පිළිබඳවම නීශ්චිත කාලරාමුවක් තුල ස්වාධීන සහ පාරදෘශ්ය විමර්ශන සිදු කිරීම
II. වගවීම සහතික කරනු වස් විමර්ශනයන් හී ප්රගතිය පිළිබඳ හැකි සෑම අවස්ථාවකම මහජනතාව දැනුම්වත් කිරීම
III. මහජන ආරක්ෂාව සහතික කරනු වස් පොලිස් ක්රියාකාරිත්වය, බුද්ධි අංශ සම්බන්ධිකරණය සහ සමාජ ආරක්ෂාව සුරක්ෂිත කිරීමේ යාන්ත්රණ බල ගැන්වීමට ක්ෂණික පියවර ගැනීම
IV. වත්මන් මහජන ආරක්ෂාව පිළිබඳ අර්බූදය විසඳීම සඳහා ආණ්ඩුවේ වැඩපිලිවෙල පැහැදිලි කරන ප්රකාශයක් පාර්ලිමේන්තුවට ඉදිරිපත් කිරීම
ජීවිත ආරක්ෂාව යනු සෑම පුද්ගලයෙකුගේම මූලික අයිතිවාසිකමක් මිස ආණ්ඩුව විසින් ජනතාවට ලබා දෙන වරප්රසාදයක් නොවේ. එබැවින් ඝාතන රැල්ලට හාස්යජනක හේතු ඉදිරිපත් කරමින් සාධාරණීකරණය කිරීම වෙනුවට එහි වගකීම භාර ගැනීමටත් ආරක්ෂාව සුරක්ෂිත කිරීමටත් ආණ්ඩුවට වගකීමක් ඇත. නිදහස වෙනුවට භීතිය මහජනතාවට දායක කරන යුගයක මහජන හඬ ලෙස ගොනු වුණු සෑම දේශපාලන පක්ෂයක්ම ජනතාවගේ ජීවත්වීමේ අයිතිය වෙනුවෙන් මෙන්ම ප්රජාතන්ත්රවාදය සහ නීතියේ ආධිපත්යය වෙනුවෙන් කොන්දේසි විරහිතව ඉදිරියටත් පෙනී සිටිමු.

BOTH MINISTER OF PUBLIC SECURITY AND INSPECTOR GENERAL OF POLICE MUST TENDER THEIR RESIGNATIONS
People’s Voice, a cross-party group of the Opposition expresses its grave concern and outrage at the continuing collapse of law and order in Sri Lanka.
The country has witnessed a relentless spate of killings in recent months. The latest — the shocking murder of a lawyer and his wife — has deeply disturbed the nation. These crimes are no longer isolated tragedies; they represent a dangerous pattern of insecurity and impunity that threatens the very fabric of our society.
The primary responsibility of any government is to safeguard the lives of its citizens. Today, the people of Sri Lanka are asking whether that responsibility is being discharged. The growing climate of fear, the apparent failure of deterrence, and the absence of credible, transparent outcomes from investigations indicate a serious failure in public security governance.
In light of these developments, we state unequivocally that the Minister of Public Security must accept political responsibility for this alarming breakdown and step down from office. Leadership demands accountability. When public safety deteriorates to this extent, resignation is not a political tactic — it is a democratic obligation.
We further call upon the Inspector General of Police to act immediately and decisively to restore public confidence in law enforcement. The IGP must ensure that he and the Police Department act professionally, independently, and without fear or favour. The Police Department must not bow to political pressure or interference. Should there be continued failure to uphold law and order impartially and effectively, the IGP too must step down from office.
We demand:
1. Independent, transparent, and time-bound investigations into all recent killings, including the murder of the lawyer and his wife.
2. Public disclosure of investigative progress to ensure accountability.
3. Immediate measures to strengthen policing, intelligence coordination, and community safety mechanisms.
4. A comprehensive statement to Parliament outlining concrete steps to reverse the current security crisis.
The people of Sri Lanka deserve safety, justice, and leadership that takes responsibility — not excuses. Public security is not a privilege granted by the State; it is a fundamental right of every citizen.
People’s Voice committed to ensuring the rule of law in a multi party democracy, and are convinced that the legal system plays a crucial role in the country. We will continue to stand united in demanding accountability and decisive action. We will not remain silent while fear replaces freedom in our country.
